Music Economy Policy Dialogue

Title: Strengthening collaboration : Accelerating the Music Economy in East Africa

Outline

East African countries still have a challenge of collecting royalites from foreign countries due to lack of reciprocal agreements among Collective Management Organizations (CMOs). In addition, other challenges in the region include decent work challenges such lack of collective bargaining mandate in some country-specific legal frameworks, unequitable compensation with no minimum wage, poor working time arrangements and lack of social dialogue with government and employers due to the informal nature of work. The roundtable aims to share experiences on the different legal and regulatory environments and how these can be harmonized to promote the music economy in East Africa. The desired outcome of the roundtable is to enhance collaboration of East African musicians through mobility, co-creation and production, legal and regulatory reforms and establishment of reciprocal agreements between the CMOs in the region, so that musicians can benefit from their economic rights.

Film Policy RoundTable

Title: Developing a Harmonized Co-production Environment within the East African Community
(EAC)

Outline

The goal of the film policy roundtable is to catalyze meaningful policy and practice conversations that will support the development of a harmonized co-production environment across the EAC that will attract production financing from investors such as development banks.

The desired outcome of the roundtable will be a roadmap for enhancing the co-production ecosystem in East Africa, supported by a co-production treaty by the Partner States and a co-production agreement among progressive East African producers. The co-production agreement will serve as the foundation for discussions between a consortium of producers from the East African region and potential investors.

Participants: The African Audiovisual and Cinema Commission, EAC, Film commissions/offices/ boards, legal experts, policy experts in the audiovisual and film sector, film federations/unions/guilds and producers.
